As part of its base realignment and closure (Brac) process, the Pentagon also recommended closing and restructuring 775 smaller military installations across the US. The closures are expected to be complete within six years. The military has already announced plans to close overseas bases, in particular in South Korea and Germany, with a view to repatriating 70,000 troops. This would generate an additional $14bn (11bn, £7.5bn) in savings. An independent commission this week recommended the Pentagon slow down the process to ensure US national security would not be compromised. "Our current arrangements, designed for the cold war, must give way to the new demands of the war against extremism and other evolving 21st century challenges," Donald Rumsfeld, the US defence secretary, said yesterday. Among the large bases targeted for closure are Fort McPherson in Georgia, Cannon air force base in New Mexico, the New London naval submarine base in Connecticut and Portsmouth shipyard in Maine. While the effects will be felt by communities across the US, the north-eastern states were targeted for some of the heaviest reductions in military personnel. Connecticut will lose 5,000 personnel, while Maine will lose almost 7,000. Maryland and Georgia were among the states that fared well, gaining more than 9,000 and 7,000 personnel respectively. An independent Brac commission will consider whether to add or remove bases from the list, before making a final recommendation to President George W. Bush in September. "I am shocked by the Pentagon's decision this morning to target the sub base here in New London for closure," said Joseph Lieberman, a Connecticut Democrat. "We pledge to fight tooth and nail to overturn this decision." Duncan Hunter, chairman of the House armed services committee, also criticised the decision to close the submarine base. Many states have already spent millions of dollars hiring consultants and lobbyists to try to persuade the Pentagon not to close their bases. The previous four Brac rounds resulted in the closure of 97 bases.
